		<description>My first reaction was deep disappointment with the inter-city measures specifically.  Amtrak alone needs far more then the alloted funds to make any kind of dent in the needed expansion is the NE alone, let alone towards upgrading and expanding from other regional hubs.  The sooner the government gets involved in creating some form of a national high-speed rail system the better.</description>

		<description>Great post and analysis of each item!  The one thing I highly doubt is that any of the money would go towards operations.  The Feds have never really gotten into that.
