Zuri, we have to be biased towards Rapid Transit and HSR because the are under-represented as a transportation mode in America. Although I think Freeway expansion should grind to a halt, the entire FHA budget can be spent maintaining and improving roadways that encourage electrics cars and hybrids. Ditto for the FAA - no more airport runways. Instead, finish the NextGen Air Traffic Control System and improve existing airport intermodal transportation infrastructure.

The real answer is not to take funds from Freeways and Airport budget. Its to take funds from our Cold War-Era Defense budget to build a balanced intermodal transportation system that cuts repetitive commuter driving by 1/3-1/2 and eliminates 500-mile or less flights between our 100 Top Metro Areas. Consuming less foreign oil will make us more secure than spending $35-50 billion more per year on obsolete weapons for Cold War enemies that no longer exists. Russia and China are interested in trade with the USA, not war?

The article you wrote is very interesting if not highly biased, but it is a bias that I share. In another article that I read about President Obama and tranportation issues facing us today, there was talk of tranforming the federal and white houe security vehicles to plug in within the next few years. You can check out the article here: http://planetgreen.discovery.com/tech-transport/political-issues-affect-commute.html I think the White House going Green House would be the best incentive for all Americans to make the switch to the new hybrids on the market (not to mention the tax credits given to the purchase of one)
